About Kobus van Rooyen

Kobus van Rooyen was a professor of law at the University of Pretoria from 1971 to 1998. In the seventies he became the Deputy Chair of the Publications Appeal Board and in 1980 its Chairman. He has been lauded as having changed the face of censorship in South Africa (inter alia by Andre Brink in the preface to the book and also by Barry Ronge, who once called him ‘that mountain of independence’). He also chaired the Ministerial Task Group which drafted the new Films and Publications Act from 1994-6.

After his term as Chairman of the Appeal Board expired in 1990, he was elected as Chairman of the Press Council and shortly thereafter he was also appointed Chairman of the Broadcasting Complaints Commission, a position which he still holds today.
